Spectral Reef - Hevenurion

The Spectral Reef is quite a splendid spot on the Sevahr Lakes. Here's a gorgeous view of this magical landscape as we are about to witness a scene. This is a sketch I started for Hevenurion. I didn't expect it to turn into a full painting.

Maybe these characters are not there to harm the poor fisherman, but to protect him. But from what?
Are they dreamers? Are they pirates?
What are they after? His ship? The few crystals he collected through the day?
Or is his name on a list?
